Monique A. Norfolk, MPH

Monique A. Norfolk, MPH is the Founder and CEO of Mosaic Beginnings, LLC, a minority and woman-owned consulting firm, committed to removing barriers and increasing the capacity of nonprofit, faith-based, and civic organizations so that they are better able to meet the needs of their community. Monique brings nearly 15 years of experience working in the social services and public health fields, both nationally and locally. Monique holds a Master of Public Health from Saint Louis University School of Public Health and a Bachelor of Science in Psychology with a Minor in Spanish and honors in English from Xavier University of Louisiana. Monique is a certified grant writer through The Grantsmanship Center and reviews for three federal entities: HRSA, SAMHSA, and CNCS. In addition to these accomplishments, Monique is a national public health professional, has received a certificate of completion for participation in the U.S. Small Business Administration-supported Grace Hill Women’s Business Center program, Workshops In Business Opportunities (WIBO), and serves as a MOCAP Grant Writing Consultant.

Monique has worked across systems building partnerships and managing programs with the sole purpose of serving those who otherwise may not have access to much-needed services enhancing organizations’ return on investment and capacity to serve their constituents. Monique’s areas of expertise include grant writing, program development, project management, program evaluation, strategic planning, partnership development, curriculum development, contract development, community engagement, and organizational change management.

Monique and her team of Grant Writing Consultants have written and managed federal and foundation proposals for some of the largest nonprofit organizations in the Region and truly have a passion for serving the community through the art of telling each organization’s unique story with the intent of securing funding for the very important work that they do to help others every day! Additionally, Mosaic Beginnings has experience providing technical assistance and capacity to grassroots organizations seeking funding for FLOURISH STL and Saint Louis Philanthropic Organization, resulting in hundreds of thousands of dollars being infused into the community, where members are able to implement projects they know will make an impact across the Region.

Monique served as a member of the Grant Committee for Black Funders of Saint Louis, collaboratively developed the framework for the RFP and grant awards process, working to ensure that all aspects were equitable and provided opportunities for the least advantaged, Black-led nonprofit organizations to successfully obtain much needed capacity building funding.

Monique has led Mosaic Beginnings, LLC in securing nearly $20 million in grant funding for organizations over the last 2 years, trained nonprofit organizations in a variety of capacity-building areas including proposal development, grant management, evaluation, board development, grant management, program sustainability, etc. and her team continues to be retained by organizations across the country to provide capacity building support and technical assistance. Monique recently led the Mosaic Beginnings team in developing a Centers for Disease Control (CDC) proposal where the Saint Louis County Department of Public Health was awarded a multi-million dollar grant to serve communities across the STL region that were hit hardest by COVID-19 over the next 2-3 years. Recently, Monique served as the expert presenter on Federal Grants for Emory University COMPASS grantees from across the country and now serves as a Preferred Consultant, providing capacity building for these grantees.

Monique also serves as the Founder and Leader of the Shalom Businesses On the Move (SBOM), a group of nearly 70 Black Owned Businesses that have come together under the umbrella of Shalom Church (City of Peace) to combat the issue of economic instability within the African American Community. She also serves as the Chair of Economic Development for the Saint Louis Metropolitan Alumnae Chapter of Delta Sigma Theta Sorority, Inc. and an Educational Advisory Committee member for the Magic House, Monique previously served as a member of Black Funders of STL as part of their Grants Committee, Co-Chair for the FLOURISH St. Louis Impact & Improvement Regional Evaluation Team, and member of the SLU College of Public Health & Social Justice External Advisory Board.
